If someone downloads a font like voltar-bold and then i put in that style in my css stylesheet. would the person be able to view it?

Yes, but only people with that font downloaded will be able to see it as it's not a Web Standard font. Web Standard Fonts are;

Verdana, Geneva, Arial, Helvetica, Times New Roman, Times, Courier New, Courier, Trebuchet MS

There's probably a couple more but I don't know them :P
