Theres a boat you can get from Ratchet to get there.

Its in the most south part of StrangleThorn Vale, you'll need to be like lvl 30+ or so to get there without gettin pwned. STV is in the most south part of the Eastern Kingdoms.

You dont necessarily need to be 30+, I got there at level 16 before.
