If they're working as well as chatting, then yes, all for it; the same can be said if they've completed the set work.
If they're someone who's a slow worker, and stops writing to talk to others (IE - turns around) - then no, they should not be allowed to talk.
But the same rule has to apply to everybody.

if you read my first post, you'll see that i said its a good idea if its controlled and they are getting on with their work.

I speak in plain English
i honestly fail to see how this has any relevance to anything at all.
This thread, says, Should pupils be allowed to talk when the teacher not talking.
Well, i replied, saying it gonna cuase problems,
1. Safety health issues, which wont make it happen.
2. It gonna take a hell of time to get the students to shut up when the teacher needs to talk again.
3.If you mean above, disbled people need extra help, and i dont think it would work, since some deaf people work in mainstream schools, and dont need students talking to the teachers.
but OKAY. you carry on thinking the way you think and trying to explain in your own little ways.
I lol'd hard
as mentioned, i've voted yes :)
Okay?
P.s, What with the ******* bold?

No, they will get distracted. Learning in silence is more effective and educational.

No, they will get distracted. Learning in silence is more effective and educational.they tend to get distracted then, as they get bored usually and find other silly little things to do!
it is probably better than letting them talk though

Another reason, when people talk, they dont think about there work,
oh your gonna say, ye some do, but maybe not 20% of UK, which is alot :)

your question is too broad. of course students should be allowed to talk, but it really depends on the situation. if, for example, a group of students have finished their work and talk extremely loudly amongst themselves, then it is definitely unfair to the rest who have not finished.
we as students sometimes take our teachers for granted. you have to understand their feelings too, they're trying to conduct a good lesson and there you are, blabbering away, distracting both the teacher and the rest of the students.

I agree from time to time yes talking is part of learning but not all the time and can often be abused.
