When your entering a city or town theres normally some stalls outside the gates, I used to get them off the stalls.

If you start the thief quests there should be a man from about 9PM till about 3-4AM in the Poor District of imperial city, you can buy lockpick from him for like 50 gold each

You can also buy them from some of the shops in the thief guilds, while exploring the world you'll come across alot, you'll be better of doing the quest I mentioned in the other thread since that lockpick never breaks so you can use it over and over again
