This tutorials aims are to:
Be as simple as possible
Get Your Site Online freely
Okay... Lets begin
How to install Xampp
What is Xampp?
Xampp is basically a program which turns YOUR pc into a webserver, but letting you use it for normal tasks at the same time.
Okay... Now what do i do?
1.Hop over to the Xampp mirrors page HERE (http://www.apachefriends.org/en/xampp-windows.html#641)
2.Scroll down until you find the text
XAMPP Windows 1.6.5
[Basic package]
3.Click "Installer"
4. A file download will start, save it to your desktop, doesnt matter what you call it... Just make sure you know what it is
5. When the download has finished, run the installation file (the just downloaded one)
6. Go through the installation, making sure that you install Apache, MySql, phpMyAdmin and filezilla
7.After the installation is complete, you will find XAMPP under Start / Programs / XAMPP. You can use the XAMPP Control Panel to start/stop all server and also install/uninstall services.

Okay Peoples... Now you have a server :O:O... But how do you add files?
Fear not... The next steps will tell you...
Go onto my computer....
Then Your Hard Drive (usually C://)
Then Xampp
Then htdocs....
Add folders in there.....Right... Now.. You want people to access it?, Okay...
Navigate yourself to http://www.no-ip.com/newUser.php
Fill in the details
Then Login...
Then go to Hosts/Redirects>Add
Fill in the details , leaving ip as the same and , making sure that the 1st DROP DOWN BOX is bounceme.net
Leave the mx record blank
Click Create HostNow test it by putting in your web browser
yourpreviouslyenteredsitename.bounceme.net/foldernamepreviouslycreated
Congrats, You now have a free host

One: Dont use red everywhere, it looks horrible
Two: I used to host a site on my laptop, don't bother unless you have like a static IP otherwise you have crap upload and also when your IP rotates everything messes up.
Three: It could have been googled
Four: You can't copyright unless you have registered it

This has been mention a million billion godzillion times on this forum already, but good effort.
@Carlsta: Yes it will work, but, unless you want others to view your files, don't bother with the last steps.
Also, you'd be better getting a free host to upload to, there are thousands of them.

That's not correct, anything created by someone belongs to them and as long as they can prove it, they have a case in court.

Some ISPs DON'T allow you to host sites on their connection, not to meant it could be very slow...

Make sure you have installed xampp correctly... and in the url bar... enter
http://yourthingy.bounceme.net/FILEYOUWANTTOACCESS
It works for me:
http://dbhotel.bounceme.net/sam

PORTFORWARDING ON Linksys ROUTERS.... Do this before trying to access your files...

#1)
Ok. Lets get going on the first step. Now open up your browser Mozilla or IE or Opera or any other browser you have. Now type in your Default Gateway IP. It is usually 192.168.1.1 in most cases. Now once you have that done we will move on to the next step. Everyone Ready? Ok lets go!
#2)
Now that you have started up your web browser and loaded your Router page. We will log in. Now they're are many logins to use. In most cases the default login is type admin for the name and admin for the password. If you have logged into your Router before then you probably changed your password so type that in if you have. Everyone Ready? Ok troops lets move on!

Now that you have successfully logged in they're should be a page showing something a menu bar with a button saying Port Fowarding. Click on that button and we will move on. Ok everyone ready? Then lets move on! Now you should see some boxes with the words above saying External Port TCP Protocol UDP Protocol IP Address and a check box saying Enable above.

Ok now that you all have gone to that page we need to move on. The Evil Zombies are catching up!! AHHH THEY GOT ME! Hahahaha! Got you they're didnt I! Ok well lets move on. Now if you see all those boxes and words lets move on. Now on most servers the default port is 80 or 90. So in the first box under the word External Port type 80 and in the other box beside it type 90 .That will allow anyone connecting within the range of port 80 or 90 to connect. Now when you have done that lets move on.

Now once you have done that look to the two boxes next two it. Above them it should say TCP and UDP Protocols. Under the TCP Protocol's lettering they're should be a check mark box. Check mark that and do the same with the UDP Protocol box. Make sure they're checked our the server will not work.

Ok now that you have checked those boxes look beside and you should see a long box with the words IP Address above. Now they're already should be some numbers in they're saying 192.168.1 then a box for the last two numbers. You have to type in the IP Address. Ok so to find this out go to start--> Run and type cmd. After you have done that a big black box should show up saying type in command. This is a DOS Window. Once it opens type in IPConfig in the command button and some words with some numbers beside them should come up. They may look confusing to you but dont quit on me now. Now find the line saying IP Address and look across from it and they're should be a IP Address also known for you new people a jingly line of numbers :D Now it should look something like 192.168.1.72 but at the end they'res probably a different number then 72. Now the last two or sometimes three numbers type in the last box in the IP Address bar in the Router Configuration page. After you have done that check the box right beside it and wala your finished. Once your done all that press confirm or submit changes and we will move onto your last step. Its a big surprise!
