Hey I've come up with an idea on runescape about player-owned towns.
IF you think you might like the idea then visit this thread on runescape.com forums

That would be cool, lol, imagine having to build your own shops and houses, and the more you build.. You get rewards from your city and as it grows more NPC's live in the buildings

It would be a very cool development. Even more so considering it's only a browser game.

could possibly go down the same route which guild wars did.

brief summery
There are two factions kurzick and luxon, you can do quests or take part in pvp to earn faction. You can donate that fact to your guild, guilds can take over towns - buying them with faction.

if you own a town you get special features in which only the guild running the town can use.

so, runescape could go along the line of the gods they use and castle wars perhaps? if your team wins you receive xx faction which automatically collects for your clan. you can control towns by buying them with that faction, which will enable you to use cornered off areas - perhaps a shop, farming patch or something.

of course when another clan has more faction they can buy the town thus your clan loses control.
