No you need to kill Omen to complete this (http://www.wowhead.com/?quest=8868) quest which gives you a Elune's Lantern (http://www.wowhead.com/?item=21540) which when combined with a solid stone creates a Elune Stone (http://www.wowhead.com/?item=21536) which makes them little spots of light you seen over the Elders during the festival.
