How can you have a popular topsite that isn't jammed with websites? Don't you need a lot of websites to have a popular topsite? lol

What Greg said. In order to have a 'popular' topsite page, you'd need lost pf sites on it, therefore all 'popular' topsites being 'jam packed'.
