it does, but only forum hosting resellers, as this doesnt look like forum hosting through IPB, this would be illigal, let me look at the Terms a sec
EDIT :: Yes this is illigal, from virsion 1.3 and up you need to buy a licence, but when the licence expires, you can keep it, but you can reset it

The ipb licences mean, one licence to every indevidual boared. So only one can be run of each licneces.
Only way a ipb 2.0 hostinmg system could be run, is by majpory modfieing the code so the same copy ran multiple forums, via an exstra varible, simalr to the method some phpbb hosts use, even thogh they dont use it for that reason
