Why make a tank? Pk'ing is dead. I doubt the new pk'ing will be any good because they still have to try and minimalize rwt'ing.

the ideal tank to me would be

70 attack
70 strength
99 def
99 hp
99 range
52 prayer
99 mage
1 summon

which would be about 104 cmb i think. and ideal for mid-crater bounty hunter

in general, keep attack and strength low, and everything apart from prayer and summoning relatively high

it doesnt really matter if you get higher than 60, unless you get higher prayer you could get as high as 75 attack and strength and still be 104 cmb
