How do I create a form type thing, so that I can send out monthly newsletters in bulk via e-mail

e.g.

they register their e-mail then i e-mail it out and are able to put
like #name# in the e-mail and it'll say their name so e.g.

Hello, #name#,

Would be Hello, Charlie,

So rly, all I'd like to know is how to send out a bulk e-mail thing.

If it's via mail list, how do I add them to it without having to do it myself, they type in their e-mail on the site and it adds them to it.

cPanel does it all for you. If you setup a mailing list thing it tells you all the instructions, links, e.t.c.

Ask your host. You may not be allowed one.

It allows me to set it up etc. and I am allowed them, just I need to add people to it.

Login to it. And then it will say something like "add email".
