My friends friends are putting together a charity for children suffering from being together in the war, I'm doing the website but can anyone register their domain and buy them hosting or host them for free?

I'm sure if you asked some companies and explained it and agreed that the website/domain would only be used for this purpose and anything els and you could denine the service, some companies may do this for you.

Ask around.

Yeah, you may wish to say you'll add in clearly "Supported by our host [HOSTNAME]" with a link to their site to show, well, really, to make them look good.

I suggest emailing some of the big companies and small companies with your idea, and see if they help out. Good luck with it :)
