I don't like it, it looks more like a habbo styled layout more than anything.. with the blue boxes anyway, need to make it look more professional. The brush you've used to splatter spots across the banner is ugly. You could improve it by using less effects and maybe implement some shading round the boxes.

I do like the background tho :)
