The casualties at the Italian restaurant included personnel from the US and British embassies.
It appeared to be the first attack targeting foreigners in a recent wave of violence in Pakistan.
Officials said the bomb was planted in the garden or thrown over a nearby wall of the Luna Caprese restaurant.
The Foreign Office confirmed that a member of staff from the British High Commission was "lightly injured".
The US Embassy said that some of its staff were among the wounded.
The restaurant is popular with foreign diplomats, aid agency workers and journalists.
It was crowded with American and Chinese citizens when the blast went off, said an employee Hagi Mal, who was wounded in the shoulder.
The explosion knocked down a 15ft-long wall behind the restaurant.
The bomb struck two days before Pakistan's new parliament was set to convene following recent elections.
