for those with people who use peer guardian, does it block incoming ip adresses?

If its on the block lists then yes, but imo peergaurdian is a waste of time nowadays.

i ask because i keep getting ips blocked from universities, and im wondering why theyd try to connect to me.
im only using it because my bittorrent speed is so slow atm, and i thought AOL were throttling me. i now know everyone's AOL is slow because they're moving servers

It depends on the blacklists you have enabled. One of them is educational institutions. It may be students at uni's using BitTorrent, or it may be research - who knows?
