Its just that I invited a friend the other day, and didnt receive a diamond.

That offer was soooooooooooooo long ago. I'm not sure really. They never said it ended, so just reload and check your inventory. If you don't have one then, no you can't still yet diamon stickers.

I don't see why they could have stopped, afterall you are bringing people to habbo, habbo should at least reward you something small.
