What I'm trying to say is, you don't need to [think about] releasing every script. Even if you don't have much knowledge of PHP, you should still know that what you coded is actually easy to code, lol.

For example, when I was first learning php and made an ip alerter, I was really happy with myself, but I didn't think about releasing it encoded as I knew that even though I had just learnt how to code it, it was infact very easy to code if you get me lol.

Id probs make something like a flash application to grab information about their computer. Mac IDs mainly.

I'd only ban if there was a usersystem. However, if there was a severe case, I'd use a machine / ip ban.

That's not encoding. You are just hashing it. Also $hash is not a hash it is a salt
