Hey,

I dont think you can really go wrong with MS Paint for Pixel work, It works and of course it comes pre-installed on Windows.

For website designing I would say Fireworks + Photoshop. When developing its a bit different, I like using Dreamweaver but I normally use Notepad++ (http://notepad-plus.sourceforge.net/) or pNotepad (http://www.pnotepad.org/).

As people have said, MS Paint for pixel work and habbo style layouts, Photoshop for other layouts and stuff.
And then for coding I use phpDesigner 2008 or Komodo IDE.

For graphics I use photoshop. I have found it useful in everything I do whether it be pixel art or photo touch-ups. I tend to use dreamweaver for its quickness when I come to code.

I used to use 'Graphics Gale' a while back when creting pixel art. Quite a useful program.

Photoshop for all graphic design.
Coda for all coding.
Transmit for all file transferring.
Firebug for all error checking or fast editing.
FlexBuilder for all AIR application coding/designing.

I really all depends on what operating system you're on, Mac OS generally has better and cheaper applications in the area of web design due to their user base. However Windows will have a much wider but usually more expensive product range.
