Cheaper option, try a different cable.

Are other computers experiancing it?
If yes then buy a new router.
If not then try changing the cable or the network card on the one that is experiancing it.

Please stop giving advice.

First: ping google.co.uk make sure there's actual packet loss and not just a dodgy website.

If there is:

tracert google.co.uk in cmd, find out where the packets are going walkabouts. If it's going before it hits any servers, it's a problem on your end and you need to phone your isp and check your router.Remove the cable going into the router (only if you have a modem) and plug it straight into the modem and hook it upto your pc, if you still have packet loss shout @ your isp. If not, replace your router.

urr no.

You are right in what you say but it can be your hardware, I have seen many network cards, routers, and just damaged cables causing packet loss :/

Well is it physically affecting your experience on the network? If you're using a wireless connection then what's the signal like and how far away are you?
