Little help with mIRC and streaming

I have used this for ages but I would want to know how I would be able to setup a server for this?
and second to that if possible have a globally accessible video streaming with sound as to how I would do this and yes before you ask upload/download I doubt will be a problem....

What the hell are you talking about, mIRC is an Internet Relay Chat client, it has nothing to do with streaming video or sound.
