I'd get to know her first tbh, i'm happy being best friends with this girl, I like her but we don't go out, I suppose the way we spend lunch together with noone else and hold hands etc makes us look like we go out, but we don't and it's just as good, if not better :D Also you don't have to go out with someone to show your love for them etc!

It doesn't make you like an idiot - rejection happens everyday and if that's the case we are all idiots. What you are afraid of is fear of failure. Okay she may say no so then you can move on but what if she says yes - look what you could be missing and you shouldn't waste anytime. :)

I think you should just ask her out, you never know what you might miss if you never ask her, then you will be kicking yourself if she goes with someone else. You will never know if you don't ask. what do you have to lose? At least you will finally know.
