Hey i have Wamp, But it runs off localhost how could i run it off my ip so outher people can view it?

Port forwarding port 80 (apache) on your router,
Tell me more details about your router, and I will try to give you a step-by-step guide.

Yeah i cant portforward (Some person Maybe mee.. used to run somthing illigal XD) so my fam has blocked me from port forwarding..
Any outher way? Like maybe hamachi
AND:
I found in apache
and when i run "test port 80" it says 80 is not in use, then i run install and it installs then closes?

I found on ip chicken that my port changes every time i refresh

Start the Apache service - If it's not yet started, otherwise I have no other relevant help.
