You can receive money from your dad if your dad has a paypal account. He just clicks "send money", then enters your email address and you'll have it.

No, you don't have to have a credit card set up, but if you have no paypal money, and you want to buy something.. you won't be able to. But if your credit card is set up on it, you pay for the stuff via paypal but comes out of your bank account. You can also put money into the paypal account from your bank account as long as you're set up.
