It didn't work for me, I might just stream some via wmp.

The image needs to be in the jpeg format.
Put it onto a USB Stick. Go into Media > Pictures > Choose the USB as the storage device > Select the picture you want > Press 'Y' to set as background.
Btw, the image doesn't stretch to fit your tv resoloution.
