Padding/Margins help

Well one of our admins edited an option, but didn't know which option they edited. I have gone through the style, but can't find the right part.
If you go to:

The navbar has a 20px padding from the background (I think its 20). But the forum display has none. Does anyone know which option sets the padding or margin of it?

When editing the skin under the 'Sizes and Dimensions' bit find 'Spacer Size (pixels)
(Spacing between the body border and the main content)' and change it to 20.

Also ask him if he edited templates
