In most series of the cartoon he's always tried to overthrow Megatron, so possibly a homage to that?
However it has been announced that Soundwave will be in the second film, and he will play a part in bringing Megatron back.

AND! Michael Bay and Steven Spielberg want to do a big-screen adaption of the Unicron Saga, which includes my most favourite Transformers series, Transformers:Armada. This also means (HOPEFULLY!!) that my most favourite Transformer will be in it, Hot Shot. If they're going to recreate the whole Star Saber and Skyloom Shield (I apologise if you don't care about Transformers :P) parts, then Hot Shot played an ENORMOUS part in that bit. So he HAS to be in it. I can only hope!
