Upload it to your public html folder/ html/ htdocs then right click on the file in your ftp client and set the permissions to 644 (readable by all).

You will need an FTP client to connect to your ftp, something like SmartFTP,FlashFXP, Filezilla etc...

If its an FTP client, yes.

Any ftp client would work.
I recommend, Smart FTP or Filezilla.
