uh i think max combat lvl for runescape is 138 and there is no class you can have all the stats and use any class.

guildwars wins hands down no contest to be honest.

The max level may be 20 but the game evolves around skill, depending on your armour, attributes, skills, weapons and team mate setup. each class has roughly 150 skills, and 10 professions you can only equip 8 skills from 2 different professions at a time.
