Your most proberly right about alot people just saying they use it but I do use it becasue I feel that it helps me learn faster, I talso helps me memorise code and know exectly whats what when i code a script or a layout, I also like it because it's simple. :)

Anyway I use;

Photoshop (Design + Slice)
Notepad (Coding Layouts)
Wordpad (PHP Coding) (when you view some documents in notepad the line breaks don't always apper and wordpad fixes this for me, so I've set it as the default program for php documents, it doesn't really do much more then notepad.)
Xampp (To view sites I'm making what use server side languages, and use databases.)

Photoshop and dreamweaver - 2 great programs, although costly they bring the best results"!

NVU - a free HTML editor, and is good for small editing changes.

cPanel Editor - Quick CHanges

Paint and Notepad for images and a clearer view of a piece of code :)

The ones I normally use are:

Dreamweaver
phpDesigner 2008
e-texteditor
Photoshop
Firebug

Depends on what i'm doing, for large projects, it's either dreamweaver or phpDesigner, for smaller items, it's e-texteditor. Id recommend getting Firebug, also. It's excellent for debugging javascript.

Never use cPanel, never use wordpad. What's the point when dreamweaver has it all. Ftp etc.

Going on what JME said, get web developer toolbar, ff plugin. After those two plugins, if your doing any javascript/ajax stuff, you will NEVER go back.
