I must be missing something.

Do you manually update each file with versions, or are versions just used in some sort of core class?

I'd imagine it's for a program that parses that with the current svn version that the file's going into.

Ah OK, it's in PHPdoc, so I guess it just replaces it through the xml file that you give it for config.
