What does it do? Can it fix the xbox? (I don't have RR'd touch wood, just wondering)?

It heats up the chips inside so that they all reset, then it should work for a few more days. But it is risky, there's a high risk of fire.

I doubt it will do much good. Just send it back to Microsoft, don't bother fixing it yourself.

How would you go about sending it back?

By going to the xbox site but it's down now isn't it?
When there find the telephone number you need to ring for customer support and just follow the instructions over the phone.

When my xbox messed up (not RROD), I just took it to the electronics shop I bought it from and they dealt with the rest (ie taking it to MS and back). If the shop you got it from is a big shop they should be able to sort it for you like mine did.

You take it to UPS with a pre-paid label and they send it off for you.
