Someone on your local exchange is probably downloading movies 24/7 and you all pay the price as the worst part about it is you can't do anything about it :(

Youtube is allways fast for me. But im not at my house atm so i dunno. Most ISP's will do somethin about it if you have proof or a substation amount of proof that someone is using alot of server resorces
