Can OSX be installed on a normal PC?

Illegally, yes. Go to insanelymac.com and basically it will tell you on the forums about what it the project is etc. You could also ask if hackintosh would be compatible with your computer (It doesn't always work, especially for AMD processors).

to be honest if you aren't particularly keyed up in this sort of thing you stand very little chance in successfully installing OS X on your pc.
