Good attempt. To improve i'd say use brighter colours; don't go ott though.
And also, leave a little more room with the links - make them stand out a little! ;)

Also if your on a PC you can use Paint.NET

Ok, it is his first layout so its pretty good for that!
I would say improve the left bar a bit, like add a little line and give it abit more space where you can, and make the whole think a bit brighter
atm id give a 7/10

I have PDN, and that's what I used for the background. Everything else is CSS.
Try GimpShop, its a program very similar to PhotoShop and its open source and FREE!
