They only ban their accounts if they got the account registered to be Habbo Staff on. So if they have been playing Habbo for a while then they decide to apply to work for Habbo, then they stop or quit, they will just lose the badge, and their account won't be banned.

err no BarbaraAnne was used well before she was Sulake Staff then she got demoted and her account banned.
