Whenever i save i try all formats it goes bad quality.
why is this?

Save as bmp then download VSO Image Resizer and resize it to png.

Are you viewing it in Windows Picture viewer? That always makes my pictures fuzzy no matter what the quality. Try viewing it through an internet browser

You could use the GIMP, which is a free editing tool, quite a good one too!

Open up a blank paint
Save it as .png
Draw/paste whatever picture you want
Save as .png

Try that. :)
