I take it their like the 'streets' badges, as each of them seem to stand for different stages of a snowman, maybe snowmen related events?

it could be to do with a competition they hold, maybe design your own snowman or something, maybe competing in events.. like Bobba streets maybe 2 - 4 groups to join, play for points so on..
