A nationwide review of child protection services has been launched after two men were found guilty of involvement in the death of a 17-month-old baby who suffered horrific injuries after being used as a "punchbag".
In a case described as one of the most severe child protection failures since the murder of Victoria Climbié (http://www.guardian.co.uk/society/childprotection), the boy's mother had earlier pleaded guilty to involvement in his death.

The abuse of the child, known in court as Baby P (http://www.guardian.co.uk/society/2008/nov/11/baby-p-death), was said to have taken place over eight months, during which time the boy was on the child protection register of Haringey (http://www.haringey.gov.uk/scr_executive_summary_a_-_final.pdf) - the same local authority that was found to have failed seriously in its duty of care to Victoria, who died eight years ago.

The verdict prompted an immediate response from authorities:
• The children's minister, Beverley Hughes, announced an independent review of child protection services.
• A senior paediatrician is under investigation over claims that she failed to spot that the child had a broken back and ribs.
• Two social workers and a lawyer had been given formal written warnings over the case.

Baby P, who was 17 months old, died after months of being used "as a punchbag" and then having his back and ribs broken, the court heard.
One of the men convicted of causing or allowing his death in the Old Bailey today was the 32-year-old boyfriend of the baby's mother. The man, who cannot be named for legal reasons, was cleared of murder charges.

The other man convicted today was Jason Owen, 37, who lodged in the same house. The boy's 27-year-old mother pleaded guilty to the same charge at the start of the trial in September.
Both men have been remanded in custody to be sentenced on December 15.

Last week, on the orders of the judge, Stephen Kramer QC, the jury found the mother and Owen not guilty of murdering the baby on August 3 last year.

The children's minister said she had asked Lord Laming, who chaired the Victoria Climbié inquiry, to prepare an independent report of progress being made to implement reforms set out following the Climbie case.
"Ed Balls [the children's secretary] and I have today asked Lord Laming to prepare an independent report of progress being made across the country," she said.

Lord Laming told BBC Radio 4's World at One: "It would be awful wherever it happened, but it seems particularly sad that it happened in the same area where Victoria experienced this awful cruelty and a terrible death and involved the very same services."

He added: "What we know about people who deliberately harm children is that they go to great lengths to disguise their activities.
"People who work in this field have to be streetwise and they certainly have to be sceptical. They have to make sure that all the activities are monitored, that the child is regularly seen and that they observe the way in which child and parents relate to each other."

Baby P was seen 60 times by health or social workers during that period, around twice a week. However, close to his death, he became unrecognisable, with more than 50 injuries or bruises, and an attempt had been made to cover up the crime.

A postmortem examination revealed the boy had a broken back, eight fractured ribs, missing fingernails and toenails, multiple bruises and an injury to the inside of his mouth. He had also swallowed one of his own teeth. The court heard that his back had been broken by slamming him down over a bent knee or a bannister, which would have left him paralysed.

It is claimed he was taken to hospital three times in the months before his death after being repeatedly beaten and abused. The child was last seen by social services on July 30 - when his mother and her boyfriend had smeared him with chocolate to cover up his injuries, according to Owen - and by a paediatrician two days before his death.

Sally O'Neill QC, prosecuting, told the jury that the boy was taken to a child development clinic at St Ann's hospital, Haringey, on August 1.
By that time he is said to have had eight fractured ribs and a broken back, injuries that would have left him in terrible pain and unable to move his legs.

He was examined by a consultant paediatrician, Dr Sabah al-Zayyat, who noted that Baby P appeared "cranky" and "miserable" but was said not to have found any indication that he had fractured ribs or a broken back.
However, two medical experts told the court they believed those injuries would have been evident.

At 11.35am on August 3 2007, an ambulance was called to the house. Its crew found Baby P already stiff and blue in his cot. He was taken to North Middlesex hospital where he was pronounced dead at 12.20pm.
The Old Bailey heard he should have been protected by social workers, police and health professionals, but his mother had manipulated them with lies.

Gillie Christou, in charge of social workers looking after children on the register in Haringey, told the court she had agreed to keep the baby with his mother.

She said: "I made the decision at the time based on the material in front of me and based on the background to the case."
A detective in the case told the court the boy had more than 50 injuries, 15 of them to the mouth. He added that the boyfriend was "sadistic - fascinated with pain".

The mother was "completely divorced from reality. She was living in a dream world and put her lover before her child. She closed her eyes to what was going on."

Outside court today, Detective Superintendent Caroline Bates said police errors were made that caused a delay at the start of the abuse inquiry, but these had not been significant to the outcome.
"With hindsight, having the benefit of a major investigation, we know quite clearly that the mother was lying and trying to subvert agencies involved with the family," she said.

In June, "police officers felt very strongly that [Baby P] should not be returned" to his mother, and a police inspector asked twice whether the threshold had been reached to start care proceedings.
"This was a huge tragedy which should have been avoided. If we had only known the truth about the adults in the house," said Ms Bates.
In a statement after the verdicts, Sharon Shoesmith, chair of Haringey local safeguarding children board, said an independent review into what happened has been set up. Every recommendation had been acted upon, she said.

The independent review concluded that the abuse should have been discovered by the community paediatrician who saw the child two days before he died.

The report said that just over a week before Baby P died, the legal advice was that, on the information provided, the threshold for initiating care proceedings had not been met.
It said: "Expert medical opinion commissioned during the course of this serious case review concluded that a diagnosis of abuse should have been made at that point."

Wes Cuell, the NSPCC acting chief executive, said professionals dedicated to protecting children were being "overwhelmed" by the scale of child abuse, and supporting them must be a priority for the government.
According to the NSPCC, half of the children killed or seriously injured through abuse and neglect are babies under a year old, while a further 20% are under the age of five. On average, 47 pre-school children are killed every year, mostly by their parents or carers.

After the verdicts, the judge, Stephen Kramer, excused members of the jury from serving for 10 years, telling them: "You have heard evidence of a harrowing nature and you have seen things which in the course of your everyday life you would not be expected to see."

i find it really sick its the parents, your parents are the ones you love you protect you and the ones that stop you getting hurt, if there the ones hurting you, then you have nobody

And they will be in solitary confiment unluckily when they go in prison, one false move, one second where the guards mess up and expose them to the rest of the prison and they're dead because all prisoners hate anyone that touch kids.

Such a waste of government resource's. They take the right precautions and dedicated enough time to the family, but the Doctor couldn't even detect a broken back and broken ribs, that's what angers me most, and what annoys me more is all they've done is send the Doctor a letter about it! I personally believe he warrants a fine, dismissal and re-training.

They'll have an awful time in prison I'm sure :P

I read it on the bus this morning, it's absolutely dispicable. People like that should not be allowed to breed. I also blame the council, they really should have acted and their actions should be investigated if they failed to do anything about the obvious abuse taking place.

I've skimmed through all the articles and the timeline of the baby's horrific life. I heard on the news that they used hit the baby in the genitals with the back end of a shoe to 'test his pain threshold' - It's absolutely disgusting.

I didn't read the full article, but it sounds like Social Services were aware of this. My sister had a ******** of a boyfriend, and SS threatened to take my niece off her if she didn't get her out of that environment (She wasn't at any harm, he was just violent). And in case your wondering, my sister gave up her house to get rid of the ****.

So if SS were aware of this, why on earth didn't they move in?

Correct me if I'm wrong though - I'm a bit tired.

The dreadful death of this young baby is very very sad, and although I am not a fan of the Sun Newspaper, they have started a petition. I found several pieces in this article quite shocking. I pray that this child is put up for adoption, with a good loving family.

THE vile mother of Baby P has given birth to another little girl – while she was remanded in prison over her abused toddler's death.
The new baby was taken into care hours after she was born – under police guard – in March.

She is reported to be taking legal action to gain access to her latest child.

im just sickened by social services attitude towards this, they visted that house every 3 days and never picked up on nothing, jesus christ his ear lobe was split?
and then when the childminder made reports he was injured, battered and bruised they ignored her, then they sent him back home saying it was a safe enviroment.
& the doctor managed to overlook a broken back? the poor little gorgeous boy, have you seen his picture? he was beautiful with big blue eyes.

the sun have managed to get 100,000 signatures to try and get the people who let this boy suffer be fired, as for the mother, the lodger and the stepdad - i hope they get beat so bad in prision.

its disgusting, and i just cant believe social services aloud it to happen.

You know it's a little bit more complicated than "this boy is hurt, we need to save him"?I actually disagree, I believe it's very simple the tasks they had to carry out and although the right measure's were in place, the social service's staff were absolutely despicable.

They were meant to be on the side of the baby, make sure it is okay and check up on it every few days ENCASE something like this happened, they failed to see anything had happened. It possibly may of been a better thing for the baby that it died than suffered for the rest of life and grew up knowing his own mother beat him but it should have never got anywhere near this stage anyway.

What complications do you see?

all the people involved should be fired - if you don't suspect a child is being abused when it looks like that then i don't know what they expect it to look like, and if a doctor can't detect a broken back then they aren't fit to be a doctor. these are things most normal people can detect.

It sickens me. I can;t belive people can actualy do that, if I did it I would probs kill myself. That is what Children In Need is all about really isn't it? The parents are disgusting, about 1 1/2 years old and she was killed, im going to be sick!

I find this as sickening as everyone else and its just a disaster.
But the thing I hate is how the media have concentrated so much on social services mistakes that they seemed to have forgotten the main culprits. His mum and his stepdad killed him and not social services and people seem to be forgetting that, they seemed to have been overshadowed. I know social services made massive mistakes that cost him his life but in the longrun it was them

there was so many more complaints, there was one every week and if a social worker is going to believe everything the mother says then there not fit to be working, their job is to protect - did they expect the mother to say "oh hi i beat my child this tuesday sorry???"
honestly.

& the sickening thing they did, like pulling his nails out with pliers and stuff? i mean you'd think the social worker of baby P & the woman who sent him home would have the respect to quit, and apologise but they thrive to carry on.

the amount of evidence+complaints they had & the mother had been charged of crulety before baby P died, they could have sent that kid into care, a chance of life but they didnt, they'd rather send people who dont send there children to school+ or children who have one scratch on there face into care.

A friend of mine was smacked by his father, Social Services got involved for a few weeks and it was all sorted.


This baby was being 'tortured' for ages and not a peep. Its terrible, Social Services on teh Wirral (Quiet place next to Liverpool), and theres loads of SS, yet in London, The capital of England, they did not hear about this, I imagine SS in London would be booming.. its just a terrible shame IMO.

& that lodger even told his college mates "i tortured someone and went abit far.."

i hope they let people in prision beat them up, they wont tho they'll be protected. She'll probably sit in a cell with everything she'll ever need... we need our prisions to toughen up seriously.

the public will hate them for life, look at that one that killed them kids years ago they couldn't allow her out of prision because she wasn't safe.

they want to give them 24 hour police protection when they do get out, which is kinda pointless really, you can't protect them forever.
they'll get tortured in prision if they ever get off there special unit wing, and if they get out they'll be murdered anyways.

The mum has been locked up 24hours in special confinment

The dad has been giving a note under his cell door saying 'do it before we do' with a razor attatched to it.

And the lodger was attacked leaving him cut, scratched and bruisen

Thats just ******* awful and makes me so mad how can a mother let people do that to her baby? she only cried in court when she got given her centence and told her freinds she would be out by christmas
