Okay i am trying to make a svn repo svn is installed on the server when i do the command

svnadmin create --fs-type fsfs /home/sitename/public_html/svn

or
svnadmin create --fs-type bdb /home/sitename/public_html/svn

it makes all the files and folder but when you go to sitename.com/svn it just shows the files and folders so why is it not working as a svn repo for?

Because it does not work like that. You use svnadmin to create the repository then you can use the svn server software to provide 'access' to that repository. I suggest you read this:

I had a look at that site and it got me all confused..

what do you mean by
"svn server software to provide 'access' to that repository"

i had a look at the following page on that site and could not work it out :S

svnadmin only creates a repository. The repository is like any other directory as in it contains files and folders. However, to use the SVN functionality you need to actually run the SVN server software, its an actual program that you need to run. You can then connect to the SVN server and access the repository that you created via a SVN client or, if you wish, via an Apache webserver (Not recommended though).

Fix it.

i had to have the repo set at the dir /usr/local/repositories/ and in apache conf i had to have

<Location /svn/repos>
Dav svn
SVNParentPath /usr/local/repositories/
</Location>
