If you want to choose a free forum I'd suggest:
- SMF
- MyBB
- phpBB

Good Luck, many Habbo fansites are born each day, so are Habboforums, but if you think you can get the members and put in the dedication then good luck. :)

Could just join some fansite forum born already as owner though.

Me and @xP did it ages ago on here.
we did a site called HabboPark and HabboLake hp got like 909 members and hl got about 1209

Apologies for not actually helping you but i wouldn't recommend putting money into a Habbo Forum or fansite. There are already hundreds and only few become well known, so don't waste your money! :P
