See if i were to buy a game (CS pack) can you only download it once, or multiple times?

as many times as you want.

however some games (like Fallout 3) you can only activate it 5 times.

Well you need to be logged in to download it :P I dunno if you can play, sometimes it glitches and thinks you're logged in.
