How do sum people have gray rep?

Like a gray rep box and sum times you get a gray rep :S?

A grey rep box at the right, means they turned their rep off, so no one can view it, or add to it, because they dont want to have rep. You can change it by going to user CP. When someone gives you grey rep, it means the person does not have enough rep power to make it count, good or bad.
