Di becomes the prime suspect and is arrested for the murder but in the final episode, Julie Johnston admits to the murder. Whether she is telling the truth or not I don't know but the other Julie thinks she said it because she is going mentally ill

Pat Kerrigan had that sharp cane.
Darleen Cake [The Black Lady] had that peashooter thing.
The Julie's had that thing strapped to their waist.

But, it still could of been Di, the Ex Wing Governor, or the man who wants to be the Wing Governor.
