Free Coding of My Layout?

Heya
Im making a site for a friend of mine to help her room be a bit more organised.

Just wondering whether somebody could code this. Expandables would be lovley. The only thing is in the banner at the top where is says "Map Of The College", I wanted that to be a rotating image/banner thing with different images.
