Disabled rep...

As far as i can remember, when it was just vip's that could disable rep you couldn't give them good or bad rep. But now that non vip's can disable rep you can still rep them aoart from it wont show if u get me :S

Is it just me or has this changed?

Can normal members that have rep disabled still see it when they got rep?
