i don't torrent but that could mean your using 5 seeds, but there's potentially 21? :P

It either means 5 seeds and 21 peers or 5 seeds and 21 leeches.

Ensure that you have the port(s) you're using forwarded, you can find out how here www.portforward.com , look for the appropriate router and application.

It could also be that your ISP throttles (slows down or even stops completely) downloads via Bittorrent. Who is your ISP?
