Apparently, for smoking from a bong. Although he didn't fail any doping tests, the American Team has handed him the ban and 3 month cut from funding.

It's a blatent ploy by America. They've realised that he's their best sportsman so they've given him a 3 month ban just to say that they've done something about it, when really, he's only just come back into training so won't be competing for a while.

It's not exactly performance enhancing though is it? Just sets a bad example to children. I think 3months is about right, takes him out the press and competitions and he can come back when it's all blown over.

He wasn't in training or competition at the time so he hasn't broken any anti-doping rules.

You have to applaud the Americans for such a great ploy.

They ban Phelps, who's just come back into training and won't compete for a while. This shows to other athletes that they're taking it seriously and no-one can complain that he hasn't been punished. Brilliant.

Unfortunately, doping bans are either 2-years or life bans, so he probably wouldn't have missed the Olympics anyway.
