Really simple website just launched that allows you to look at what people on twitter are asking about. Using the twitter api it gathers information about the question, and questioner, and then provides you with an easy button to directly answer that persons question.

Any C&C etc is more than welcome on the site.

Some bugs with the avatars, some are displayed huge. Other than that, excellent idea!

other phrases like "please help me" or "how would i" "what's your opinion" "can you help me" etc

Anything with a '?' does however count as a question. Someone saying "JAMES!?!?!" is still a question, just not a question anyone else would understand.

You are however correct if you are aiming for more substancial questions.

Maybe a filtering option nearer the top of the page to and where you can add words that interest you ? :) bit like ebay advanced search not as advanced? :S
