Paypal Payments

Is there a way I can pay someone with my card without signing up to Paypal?
(Its because I'd need to phone up my bank and paypal to re-setup again :( Plus I'm not the biggest fan of Paypal & don't use it alot)

if this is an ebay payment what you do is

"pay alternaitively" which means you can pay via your card (I think thats the way)

It's pay without an account or something.
