Ok, so I want to fix my relationship. I never do anything nice for him like he does for me and I want to.
I've not got a job anymore so I'm low on cash, I need help thinking of something fun, thoughtful and low cost that I can do for him.
Neither of us are into really cheesy romantic stuff either.
Any ideas?

ummm get him tickets for something he wants to see in cinema? cause if you don't like slushy stuff no point goin to see a movie you won't both enjoy, or maybe themepark? ummmmmmm football tickets?! ask him if there's anything he wants to go to, instead of doing stuff together.

That kind of step in a relationship is something that both must feel for each other not one wanting it and getting annoyed with the other because they are not ready. If you are pressuring someone like that then you are not showing much respect for your partner nor are you caring.
However onto answering Meg's question! I don't think you have to do a great deal to show you care and want to to do something for him, so you could maybe just go out for the night like the cinema and a takeaway and you can talk and what not or you can just do something one night meet up or go out for the day. It depends what you like doing and what options you are available to you.
We don't want sex. It's not a necessary part of a relationship.
I might take him to the cinema and then out for lunch or something this weekend.
Edit: Thanks, I know I don't need to do a great deal but I feel like I've been neglectful and want to show I really do want it to work.

Tom, now now! You don't know how old she is, she just wants to secure her relationship. I give it to you for wanting to make an effort though, it cannot be said for all girls unfortunately.
I'm 16, it's not like we haven't done stuff like that together, we just don't believe it's necessary in a relationship. I want to make an effort to go out with him and spend time with him, I've been too neglectful.

Have sex when you both feel right, how long you been with him?
Coming up for 4 months, we've been friends for around 3 years before actually becoming an item. We've had sex together, been there done that and decided it's not a necessary part of a relationship and we don't want the relationship to become dependent on it, which I've seen happen to friends, etc.
